Panamanians are wondering whether their legal system is mature enough to handle the possible return of former dictator Manuel Noriega, now serving his last month in a U.S. prison and fighting a French extradition request so he can return to the country he once ruled with a toxic combination of terror and drug money. He is scheduled to be release from a Miami prison on Sept. 9, 2007. (AP Photo)
